  This item was a pen barrel, no cartridge in it. Empty barrel. The box it came in was labelled "part #", to indicate it was a part and not a pen. I don't know if it is new and I don't know if it is a Waterman. The inner box had the Waterman color and logo but was not the box a new Waterman pen comes in. I contacted the seller, and the only response was that it was "as described". They made no comment about the item being a part, a barrel without a cartridge. The value for a "part" was poor.
