Not arriving on time was due to USPS loosing the envelope causing delivery 9 days late, not sellers fault. Item is good and as described. Person it was gift for is happy with the item. Seller didn't respond to email until I reported items not arriving to Ebay (but if it wasn't for USPS problem wouldn't have had to contact seller).
