Won't stick to window

I bought one of these from PetSmart several years ago... and have had no problems with it. For some reason, no matter how clean the window is, the suction cups won't stick when the cats gets on the seat. Now he's freaked out about it and won't get up there anymore because he's fallen several times. I even removed my old seat, cleaned the window and cups with the same cleaner and had no issues with it sticking and staying. I'm guessing the suction cups that came with the new seat are defective in some way. I'm trying to find replacement suction cups now... He uses the old window seat daily, but that's upstairs.
