Purpose made inner bags that fit the requirements
Although they are somewhat expensive to produce and purchase, these watertight bags are a real boon when after a long ride you reach your destination. Instead of messing about with bin liners or even detaching heavy dirty panniers you simply take the bags out and walk away. If there is a downside it is that initial cost although producing bags to specific sizes in small quntities will require manufacturing costs.
Remember when packing the bags, they may be nice and square when empty but if you pack them haphazardly you will soon struggle to slide them into the panniers as they go out of shape if overloaded. Otherwise they do exactly as it says on the label. Good bags and very handy away from the bike.
