POOR QUALITY. STRING HOLES NEEDED DRILLING. BOOOOO

After I installed the tuning pegs I discovered the string holes were not open. When I tried to drill them the bit broke and destroyed the peg. Why were these holes not drilled open for the string to go in ?????
