Exactly what it says on the tin.

Exactly what it says on the tin. The rack had fresh fluid in it and proper caps so you can tell it was probably tested prior to testing.

Does what I wanted.

I have lots of old PSU's laying around and my wife had a battery operated LED light that we didn't want to keep feeding batteries to. So this device stepped the 12v input from a PSU to the 4.5v needed for the light. Very little current, so don't need the more expensive time nes with the heatsink. Voltage holds all day and the wife is happy.
