Will shave, but not as close
These blades cost around $5USD, whereas Philips manufactured blades start at $25USD (as at Oct 2018). In this case, you get what you pay for. The $5 blades will shave but not as close as the genuine Philips. They are well-made up to a point, but lacking a plastic location ring on the back of each shaver head which keeps the cutting blades in constant close contact with the foils.
