Hydrating and good for spot-prone skin

I have an annoying issue that I have oily skin, yet somehow my skin is always dehydrated. Any moisturiser/product that isn't oil free brings me out in spots. This toner is perfect as it's mildly hydrating (I still put moisturiser on after), tightens pores, and doesn't cause spots!
