Only works as an AC Adapter, but doesn't charge the computer

I bought this macbook pro AC adapter charger for my dad because his old one died. Unfortunately, it only works to power on the computer and not charge it. I left it plugged in for several hours and it failed to charge the battery at all. If you're looking for a cheap way to power on your macbook when kept plugged in, then this could work, but don't trust it as a replacement charger.
