Pepper was replaced and cap was left off.
When I opened the package pepper spilled out every where, a pain to clean up. It is obvious that the colored pepper was removed and replaced which would not be a problem but now I have pepper down the heater vent, under the appliances and places I did not know I had because the cap was not replaced properly. That is not the definition of "new".
