Ebay, however, did not accept the fact that I picked up items in person, (even though the seller lives less than 5 miles from me!) I've been trying to recover my shipping fees from Ebay (the SELLER has also tried, but cant get Ebay to agree to LET him give me my shipping fees back)

Great Product Terrible Documentation
The product works as advertised and I was able to eventually program my VX-264, but not without puzzling over several aspects of the procedure. If you're a techie sort you'll work it out but the provided "User Instructions" are skimpy and virtually useless.
