Exactly as described.
My saddle height is a bit low, so It fit's a bit high and close to the saddle on my bike.
But I use this all the time to carry extra shopping, I just bungee anything to it. It's great, and excellent quality. V easy to adjust too.

Spot on.
Strangely, i'm actually delighted with this product, it's bloody great.I bought it to use in a photo shoot when needed a shower for a particular shot, but actually, ive used it for all sorts of things, which I never thought I would say. i thought it would be a bit pathetic, but it's not. It's really well made except that the battery compartment lid is a pain in the arse to close.
