Appears to be a knockoff
Comparing this shifter to other Shimano 3x9 speed shifters, convinces me it's a knockoff & of less quality. Had I realized that earlier I would not have installed them.

Good choice for vintage frame conversion
I use the front R451 for both front and rear brakes on frames from the 70’s. Great choice for updating wheels from 27 1 1/4” to 700c. As far as I am concerned (old bicycle mechanic & enthusiast that I am.). Going all out is fun, flying down a hill is exhilarating.....but good Brakes will allow you to do it all again and again. Don’t go cheap on brakes. Shimano is a brand to be trusted & these R451 are the strong, well made, and reliable.

Upgrading a vintage Raleigh Super Course
Upgrading a ‘73 Raleigh Super Course M II to a modernized touring bike for an upcoming 1000 mile trek. Upgraded the original 5 SPD to a shimano 7 Spd mega range & upgraded the huret FD & RD to shimano Altus , compatible with the shifters. Shifters are working flawlessly. (Note: Decided to upgrade after watching RJthebikeguy YouTube instead of taking a new bike) All my original parts are stored. A built up bike is a personal thing.......makes the trek that much more of a challenge.
