It’s a horn
Fitted to my series 3. Does what it says on the tin.

Seem ok, but not spec for my series 3
I got these as I had mislaid the originals when refurbing my series 3 (1980). Bolt holes didn’t line up, and when I found the old ones they were much larger. Maybe design changed at some point, which seems common for Land Rovers.
