  User open a claim before the shipping time estimate was even up and still hasn't updated that he received his item and eBay has already cleared my end of the claim and closed it so my funds are on hold until this user says he's received the item that he says he hasn't and open the claim before shipping time was even fully up with parcel ground flat rate
