Intel SL6WJ Pentium 4 2.8GHz Socket 478 Northwood HT Processor.

Best 32 bit CPU.
Probably the best P4 CPU there ever was. The later Prescotts were faster but they ran much hotter, and if you are buying a P4 after 2020 then you are obviously doing retro gaming so you don't need the extra speed, and you don't want to cook your rare vintage motherboard! Good clock speed, high FSB, and 2 threads, this will make a beast of an XP computer. Only possible downside is 32 bit only so if you want to dual-boot with a modern Linux distro you have more limited choices, plus 3.5GB RAM limit - but that is more than plenty for old games.
ASUS M5A88-M EVO Socket AM3+ M-ATX Motherboard

Great high spec (if older) motherboard.
Great range of motherboards, a bit long in the tooth now but still high enough spec for most purposes. Broad range of DDR3 support with 4 slots and will support CPUs from the AM3 and 3+ ranges, so anything from a low-power Athlon II to a fast FX, including unlocking Phenom etc with extra cores. SATA 6Gbps, eSATA, onboard USB3, PCIe and PCI for older cards. Excellent overclocking interface with safe revert options. If you're not ready to move to the newer architectures just yet, this is still a good upgrade.
AMD Lo-noise CPU Cooler for AMD FM2/FM1/AM3/AM2/AM2+ A4/A6/A8 CPU 65W

TL:DR; works OK but noisy, splash out a tenner on an Arctic Alpine instead.
Cheap, unobtrusive shape, effective cooling on my 65W Athlon 2 even when compiling code at 100% CPU for long periods of time. But: "Lo-Noise"? They are having a laugh - low compared to a Boeing 747 skimming your roof at 100 feet, perhaps. Even compared to other fans that spin a bit faster than you think they should, this one emits a sort of awful high-pitched whine right at the edge of hearing. It's a good thing my dog died because I think this would have driven him insane - it's working that effect on me.
