Capacitors deteriorate with age

This is identical to the original capacitor which is not available from Hoover. It fixed the non starting of the motor and the dryer is now working perfectly. When I measured the old capacitor it only measured 1 microfarad compared to the new one which measured 6.9 microfarad.
