Best foot scrubber ever... especially if you are a clean freak
I've had one of these before and loved it. Not only does it get rid of hard skin (really good after a long soak) but the scrubber abrades itself along with your dead skin so you aren't left with skanky bits impregnating the surface.
To prevent mould and bacteria I'd give it a dip in some water with tea tree swished in and leave it to dry on a wire shelf or in an airing cupboard.
I would add that I seem to remember you should use it with hard soap. I find this particularly effective after a good soak as somehow the soap helps to lift the dead skin.
