Brand New???

Love NCIS, but I wonder if this set is "brand new" or just repackaged. Started with Season 5. Discovered scratches on Discs One and Six. They both got stuck during play, so parts of the show were skipped. :( Plus, there are four missing episodes! Disc Five won't play, and turns out that the episodes that are supposed to be on Disc Five are on Disc Six. In Season 6 Discs One and Two were in the wrong order. Hesitant to open and check any of the other Seasons.
