He apologised and shared to me that i believe was genuine reason. He has made fully refund he also wants me to keep the item. I will find a way to send the item back as it belongs to him. But also i cant thank him enough for his immidiate delivery after my order and also immidiate response after my concerns.

Hanging Basket Spring
Good quality item, which works as described but unfortunately my standard size hanging baskets (from B&Q) were too heavy for them so they ended up knee height! Smaller baskets i'm sure would be fine, but they're just not heavy duty enough for standard baskets.
