  Item was marked as New - other, but when it arrived it was anything but. It was rusty in places. The anvils were scratched from heavy use, the measuring spindle was loose and there was rust staining on the spindle. The ratchet is seized solid and the lock is full of grit. The seller did not want to refund and return. In the end a refund was forced on him by eBay. I requested a pre-paid return label from the seller, but 20 days later, nothing has been forthcoming.
