Does exactly what it says on the cover. Just add effort and enthusiasm.
Compared to the work of George Bain, Meehan's book is a genuine "how to" with step by step instructions of how to freehand Celtic knotworks, key patterns, spirals and lettering. Some of the accompanying prose is a bit flowery, but overall this is a great way to learn.
Be warned, though. It's a great book and there's all the information you need to create Celtic designs, but even with all of this information, it requires a lot of work from the reader to get the best out of it. If you are not prepared to practice the book won't be worth anything to you.
You can argue that in these days of computer graphics the art of hand lining designs is dead. Maybe, maybe not. Buying this book and working from it will give you a feel that no computer graphics package will, and if you're an electronic artist, this will broaden your view and scope in a way that nothing else will.

Good book, but not the only one you need
This is a great book to dip into for inspiration, ideas or to check how something ought to look. Approach it on that level and it's a great book. However, it's not a big book and as such the content is somewhat limited. It needs to be one of the books you have, not the only one.
