  I ordered a dress and the tracking said it was delivered but it was never received. The seller would not refund the purchase because she said that Ebays policy is that it isn’t her responsibility if the tracking says it was delivered. She refused to refund the purchase. Though this may be the official policy, it isn’t a good practice. This is the first time this has ever happened when purchasing from Ebay.
