I have designed and serviced electronics for 50 years, from vacuum tubes to solid state. For vacuum tube testing I use the Weston 981 and the highly modified Heath TT-1. Rp means Reject Point figure and New/Design figure is directly related to published transconductance (Gm in mhos) figures by RCA or others. Take Gm figures with a grain of salt BTW.
Returns: I normally only sell electronic parts like vacuum tubes, so it usually is not worth the effort to return if something is amiss such as a tube not working when it arrives (probably ship related). But I will always make it right with replacement tubes or refund or both.
