Streeetch it
This caulk sticks to anything, stretches as much as 1/2", and can be painted with any paint. It has good adhesion, only exceeded by Lexel, from the same manufacturer. SASHCO also makes Through The Roof, one of the best roof leak repair compounds on the market.
They all will stick and set under water, but none of these will stick to silicone caulk. That is the one material they do not stick to.
Silicone cannot be painted and is very vulnerable to UV radiation(i.e. sunlight). Big Stretch does not have those failings, but you must remove any silicone caulk or residue before you use it. The moral of this story is never use silicone caulk outside the kitchen, bathroom or garage, and never, ever on a roof or exterior location. Use Big Stretch for any exterior use, and you will not be disappointed.
