It is nonsense. Precisely as it should be.
Does such artistic freedom exists in the mainstream anymore? Well, no, because in the current 'multi-platform' landscape there is no mainstream. With their whimsy and nonsense, Vic and Bob forged a special place in the heart of many teenagers in the 90s.
What this book adds, over and above the TV show, are many of Vic's drawings along side the screenshots and the show scripts.
With this book you can feel that instant hit of nostalgia without the unpleasant canned laughter of the TV show; which I didn't really notice at the time.
Royalties aside, it seems totally absurd that this book was even published, but that is kind of the point. Absurdity is why it exists.
