Antenna doesn't work

After following the instructions on insulation, the SWR could not be set for the ham radio, It pegged out higher than when it was set on SET. Way to risky to take a chance on burning up the trans sever to use. The next morning found the out side of the antenna on the ground. Sits in my garage.
