It is a good moisturizer.
1 of 1 found this helpful I have very dry lips and this has helped moisten them. I put a lip stain over it for color as a regular lipstick does not stay on. Lip stain is very drying and City Lips has helped in this situation. I haven't noticed any plumpness, but the moisturizing effects is worth using this product. The pricing can be very expensive, but there are vendors that sell it for less.
