Awesome 28V, 3A buck converter, $0.99, free shipping, how can that be? The MP1584 is an excellent buck step-down converter IC, with programmable switching frequency from 0.1 to 1.5MHz. However, it's not synchronous, so it doesn't have the highest efficient at low output voltages. In many cases you'll want to add more input and output capacitance external to the PCB.
