Works fine now
It wasn't working when I got it but I was able to fix I posted below on Reddit
I just had this problem with on I got off Ebay. Looked like new but I found that the spout going to the coffee cup was not centered and tilted. I removed the Bezel around the spout it just pops up and the spout just slides out its 3 piece the spout should rock up and down in the housing. I notice the the spring was sitting under the spout lever. Once I put is on top of the lever it work fine and all the additional noise it was making was gone
