Definitly Alloy Steel, they ring like a Bell
They use a 7/8" Bolt Pin, and have a light weight Alloy Shackle frame

Craftsman at it's Best
I like the balance of the heavy hatchet head in contrast to the Light weight handle, it gives added punch where you need it, with less exertion from operator, a lot of finish carpenter's will have the same point of view.
