Cheap and cheerful!
On stock (2.66GHz) I got 270 score in Cinebench R15 and overclocked to 3GHz I got a score of 315! For comparison my E6850 @ stock (3GHz) gets 150, G3258 @ 4.2GHz gets 310 and my i5 3570k @ 4.2GHz gets 577.
This worked in my Dell Optiplex 755 without any bios updates, I overclocked it using software which can be found in Q6600 overclocking videos (this CPU is faster than the Q6600 and is 45nm instead of 65nm). But if you do plan to overclock using software then you need to check that you have the right chip on your motherboard, otherwise if your motherboard negatively supports overclocking then do it that way.
The stock heat sink (copper base) in my Dell Optiplex handles this beast just fine, currently running handbrake and at 3GHz it's sitting at 65oc on the hottest core and 56oc on the coolest using Arctic MX-2.
It's the same as the Q9450 but tends to be cheaper because it's a Xeon, which also should have better silicon (only more recent Xeons require graphics cards as the socket 775 generally have graphics built into the motherboard).
Definitely worth picking up to revive an old build if it only had a dual core previously.

Good cheap cooler
I got sent the CO version instead (not what's in the picture) but that's fine as I like the grey fan more than the white.
The cooler was a little fiddly to install but thanks to the sticky pads on the back plate you don't need two people to install it as it'll stay in place whilst you screw! It was easier to install than my Corsair H80 and seems to perform the same on my stock i5 3570k whilst staying relatively quiet when using the quiet setting in my BIOS(1800 RPM).
