Wish the bulb didn’t need the resistor

As i was replacing these bulbs i was imagining how bright they would be. In reality, They are bright but blinks too fast, turns out they needed the resistors . I thought these bulbs would be manufactured with some type of resistor so when they’re installed you don’t need anything else.
